The Challenge

This global warfighting combatant command is responsible for ensuring strategic threat deterrence and decisive response preparedness for our nation’s combat-ready forces. Their IT directorate managed over $20 billion of assets and 90 services offerings in disparate spreadsheets. Years of disconnected IT planning and management processes and lack of transparency had contributed to an overall misalignment between IT and the Comptroller.

The Response

Maryville recommended a comprehensive approach that would establish sound, and consolidated fiscal disciplines to empower productive conversations using a common language and a single platform. The first step was to begin incorporating the decision management framework recommended by the Federal CIO Council: Technology Business Management (TBM). At the same time, the Command implemented Apptio’s TBM platform to establish a single source of truth for IT Financial Management (ITFM). The Command now has an automated IT budget management process, as well as a granular and defensible Showback capability that continues to improve their ability to optimize cost, forecast tech refresh, and reduce inefficiencies.

The Value

  • In order to fulfill their mission, this DoD organization needed the ability to make informed decisions quickly with a high level of accountability throughout the IT directorate.
  • TBM now allows all parties involved in decision making to speak the same language whether they are the warfighter, IT, or Finance and thus driving transparency.
  • Because transparency is establish, Service Owners are now empowered to be more accountable for their IT services and have the tools to communicate most effectively with the people they are providing IT services for.
  • All of this combines to the ability to make mission-aligned decisions quickly and increasing the value of IT.
